District Information

The Texas Legislature authorized the creation of the Kinney County Groundwater Conservation District, through House Bill 3243, during the 77th Regular Session, (Act of May 25, 2001).  The voters of Kinney County confirmed the creation of the District on January 12, 2002 with 87% of the voters casting favorable ballots.

Location/Geographical Information

The boundaries of the District are the same used by Kinney County.  Kinney County is in the southwestern part of Texas and is bounded on the north by Edwards County, the east by Uvalde County, the south by Maverick County and the west by Val Verde County and Mexico.  The county encompasses approximately 891,240 acres of land - roughly 1,391 square miles.  There are 2-towns within the District - Brackettville, which is the county seat and Spofford.

Other

The District is a political subdivision of the State of Texas.  Funding is primarily provided by an ad valorem tax, not to exceed $.10 per $100 valuation.  The tax rate was set at $0.0607 in 2013, and there has been no increase since that time.   Other revenue comes from groundwater use fees (permitted wells), permit renewals, exempt well registrations, and application fees.

Groundwater Management Areas

The District is a part of two Groundwater Management Areas - those being GMA 7 and GMA 10.  GMA 7 is composed of parts of 21-counties, while GMA 10 contains parts of 5-counties.  See the Texas Water Development Board (TWDB) map.
